Instead of depending on year-to- year congressional appropria- tions, Kennedy wants to finance his proposed five-year, $8.8 billion program of economic devel- oiMiient loans abroad through Treasury borrowing. Most of the opposition to the program centers on this financing proposal. The compromise offered by Sen. William J.

Fulbright, would require a 30-day advance look by both Senate and House Foreign Relations and Appropriations committees at every proposed loan of $10 million or more before the administration can make it. Fulbright, chairman of the Senate Foreign Relations Committee, advanced the suggestion in the i Senate Wednesday in an effort to I win greater bipartisan opposition to a pending amendment by Sen.
