Warren Eckhardt officiating. Interment will follow in Cook Cemetery, under the direction of Mulhearn Funeral Home, West Monroe, LA. Mr.

Cook was born December 1, 1929, and passed away September 22, 2017. He started H.A Cook Plumbing Co in 1969. Mr. Cook was a charter member of Mid-South Regional Car Club, Pierce Arrow Society and was an old car enthusiast. He was a veteran of the United States Air Force and was a 32nd Degree Mason.

Mr. and Mrs. Cook loved to travel together. He was preceded in death by his wife, Bonnie Cook; parents, Henry Cook and Virginia Spigener Cook; sisters, Mary Cook Concelli, Bonnie Cook Moore, Evelyn Cook McDougale; and brother Norman Cook. Mr.

Cook is survived by his sons, Marty Cook and wife Barbara of West Monroe, Russ Cook and his wife Terri of Downsville; grandchildren, Scott Cook, Master Serg. Matthew Cook and wife Kathy of Lincoln, Jacob Cook and Leah Cook Gumm; and great grandchildren, Kennedy, Noah, Joanna, Addison and Wyatt Cook; sisters, Barbara Cook Wheeler and Virginia Cook; and special friend Shirley Poe. Pallbearers will be Master Serg. Matthew Cook, Jacob Cook, Hardy T. Hays, Buddy Tarver, Chuck Cambre and Merlin Smith.

Honorary Pallbearers will be Richard Paulus and Glen and Ronnie Cockrell. Visitation will be held from 5:00 P.M. until 7:00 P.M., Tuesday, September 26, 2017, at Mulhearn Funeral Home, West Monroe, LA. The family would like to give a special thank you to Ashley Robinson and Louisiana Hospice. Billie Jeane White TALLULAH Ann Dozier Thomas of Tallulah, Louisiana, died in her home on September 24 following a short illness. She was born August 3, 1929 in Delhi, Louisiana, the daughter of Dr. and Mrs. Rudolph M. Dozier, Sr.

Mrs. Thomas was a resident of Tallulah for 68 years, a member of the Tallulah United Methodist Church and was retired from the Police Jury of Madison Parish. She enjoyed gardening and cooking and was well known for her many delicious dishes and her cookbook collection. She was valedictorian of her class at Delhi High School and attended Centenary College in Shreveport, where her social sorority was Zeta Tau Alpha. Mrs.

Thomas was preceded in death by her husband, Collins S. Thomas of Tallulah, her parents, her mother and father-in-law, Mr. and Mrs. Frank Thomas of Tallulah, and her brother and sister-in-law, Mr. and Mrs.

Rudolph M. Dozier, Jr. of Monroe. She is survived by her nephews, Mr. and Mrs.

Trey Dozier and Mr. and Mrs. Ron Dozier and her great nieces and nephews, Rudy, Lily, Payton, and Karson Dozier, all of Monroe. Included in her family are cousins, M. Stein Baughman, Mitzi B.

Gates, and Lynn B. Duncan of Farmerville, and a sister-in-law, Mrs. Liz Thomas of Ruston, La. Services for Mrs. Thomas will be Thursday, September 28, 2017 at 11:00 A.M., at the Mulhearn Memorial Park Mausoleum in Monroe, with visitation one hour before the service from 10 to 11 A.M.

The family would like to thank Mrs. Sharon Harris, Hospice of Delhi, her caretakers and sitters for their care, services, and many kindnesses. Man accused of shooting bystander AMonroe man is facing multiple charges, including one count of attempted second degree murder following a weekend incident at a recreation center. According to an arrest affidavit for Michael Goins, 18, Lock Drive, officers with the MPD responded to a reported shooting at the Benoit Recreation Center on Saturday. Officers found a juvenile man who had been shot in the leg. Goins was developed as a suspect with officers discovering that Goins and a juvenile were in along-time feud an met up at the recreation center. An argument ensued and Goins produced a.45 caliber handgun and fired four shots at the other person while he was standing in a group on the basketball court featuring five additional juveniles.

Abullet hit one of the juvenile bystanders. Goins was located in the 2000 block of Peach Street and taken into custody. He refused to make a statement to police. He was booked into Ouachita Correctional Center on charges of attempted second degree murder, aggravated assault with a firearm, ille- gal use of weapons or dangerous instruments, aggravated second degree battery and carrying a firearm in a firearm-free zone. Bond was set at $320,000.

Failure to leads to DWI charges AWest Monroe man is facing multiple charges after he reportedly failed to obey laws on Saturday night. According to an arrest affidavit for Roscoe A. Martin, 33, Hayes deputies with the Ouachita Parish Office were working a traffic accident when a white Mazda sport utility vehicle drove by at a high rate of speed and almost hit two patrol cars. Atraffic stop was conducted, and deputies made contact with Martin, who reportedly had the smell of alcohol on his breath, along with red, watery eyes and unsure balance. Per the report, the suspect said he consumed three 12-ounce Budweis- ers and two shots of Ja- germeister.

He reportedly per- formed poorly on all standard field sobriety tests except for the one leg stand. Per the report, Martin was transported to Ouachita Correctional Center where he submitted a breath sample of 0.095 percent. Martin was also reportedly driving on an expired Texas license. He was booked into Ouachita Correctional Center on charges of operating a vehicle intoxicated, procedure on approach of an authorized emergency vehicle and expired license. by Ashley Mott BLOTTER MIchael Goins Roscoe Martin While an ordinance was crafted to regulate the existence of transportation network companies in Monroe, city officials routinely spoke with representatives of Uber and Lyft in order to craft an ordinance that would meet the needs of the city and the TNCs.

Mayo credited Assistant City Attorney Angie Baldwin for her work on the ordinance. negotiated with Lyft when we were working on our ordinance and they reached out last Thursday and inquired about our permit Baldwin said. was sent to them on Thursday, and on Friday, we got their signed application in. They plan to begin operating in Monroe, hopefully, by this Uber launched in the cities of Monroe, West Monroe and the unincorporated areas of Ouachita Parish on Wednesday and received massive support from both riders and drivers in the local market immediately. As part of the July ordinance approved by the Monroe City Council, each transportation network company that enters the Monroe market pays a $2,500 annual permit fee to operate.
