The $25 annual royalty fee is to be collected by the department and forwarded to the hospital in Memphis. The bill requires that the money received from the royalty fees be used solely to support programs of St. Jude Children's Research Hospital for children's health care. With a 27-0 vote, senators approved SB103 by Sen. Nick Gautreaux, D- Meaux, and sent it to the House for consideration. Gautreaux's bill originally applied only to Halloween but was amended in committee to add Christmas, Mardi Gras, Easter "or any other recognized holiday for which hoods, masks, or disguises are generally used." The bill 11 calls for a penalty of jail time from a minimum of six months to three years. The first six months is to be served without benefit of probation, parole, or suspension of sentence. Bill would expand LRA power Associated Press BATON ROUGE A House committee agreed that the Louisiana Recovery Authority's board should shrink, but its power should grow.

The House Appropriations Committee approved a bill by House Speaker Jim Tucker that would shrink the board of directors for the LRA from 33 members to 17 members. But more importantly, it would broaden the LRA's power from deciding recovery policy to also overseeing the implementation of those policies.
