"The spirit I bring to this is if you are a public entity and haven't complied with the law, you shouldn't be receiving state dollars," Kennedy said. "For several of these, it goes back several years and that's not excusable. It's about time" the Legislature cracked down of delinquent agencies. The council last week notified 61 agencies that they were in danger of losing funds if they did not request extensions in writing. On Monday it refused to grant extensions to entities except the Washington Parish Sheriff's Office because Sheriff Aubrey Jones came to the meeting to ask for it and explain why his audit was a month late.

Among the area agencies that have not yet requested audit extensions are the Morehouse, Madison and Tensas Parish police juries. Morehouse Parish Policy Jury President D.W. Thomas, Jr. said he was unaware of the possibility of extension requests, but that the police jury is in the process of receiving a financial audit. Thomas, who has been on the police jury since 1969, said he doubts the state legislature will penalize state agencies for something they didn't know about.

"But we're going to do everything we can to set the record straight," he said. The Legislative Audit Advisory Council, which oversees the auditor's office and must approve any financial reporting extensions, has had two meetings about the issue and plans another one next Monday to determine which agencies should get an extension.
